PADC ouvre un Appel d'Offre semestriel à destination des services et projets distribuant des données à l'Observatoire de Paris et dans les laboratoires associés.

Il est prévu de financer les activités suivantes, si elles sont bien conformes aux missions de PADC, telles que définies dans le Règlement Intérieur :

missions à des colloques ou workshops dont le programme relève des activités de PADC (notamment les meetings Interop IVOA), sous condition qu'au moins une communication avec affiliation PADC soit présentée
missions pour des réunions de montage de projet, des réunions techniques, ou la coordination d'activités des pôles thématiques nationaux (PTN) pilotés à l'Observatoire
invitations d'experts, organisation d'atelier et de séminaires sur les sites de l'Observatoire
petit équipement et logiciels mutualisés
moyens de stockage (fournis sous forme mutualisée uniquement) et moyens de calcul (sur la queue prioritaire PADC de Tycho)
dans certains cas, des colloques organisés par des services labellisés peuvent être soutenus dans la mesure où les crédits nécessaires sont disponibles. Ce soutien a une priorité inférieure à celui dont disposent les points ci-dessus. En cas de participation à l'organisation de colloques, le logo de PADC devra apparaître au même titre que les logos des autres sponsors.

Une expertise sur les techniques d'interopérabilité peut également être demandée, sous forme de temps d'ingénieur expert :

Les demandes d'expertise doivent correspondre à des actions clairement identifiées. En général, il est demandé que les proposants décrivent leur besoin ; qu'ils aient identifié une personne pouvant faire avancer leur projet ; qu'ils se soient mis d'accord sur une action et sur le temps de travail concerné en prenant en compte le plan de charge des services et départements (le plafond étant de l'ordre de 30%, soit 0,15 ETP par semestre). La demande doit donc décrire l'accord trouvé et son objectif. En phase de démarrage, des demandes présentant simplement le problème à résoudre sont également acceptées, de façon à pouvoir guider les proposants.

Pour les demandes plus techniques (matérielles ou logicielles), il est demandé de décrire le besoin et les contraintes, plutôt que des solutions préidentifiées par les demandeurs. Celles-ci seront identifiées en fonction du contexte et du savoir-faire disponible.

Par ailleurs, on notera que :

Les demandes de stockage doivent correspondre à des données disponibles publiquement selon les critères FAIR, ce qui inclut les standards OV. Pour les projets en phase d'étude, l'installation de petits démonstrateurs est possible.
Les actions de maintenance à l'identique (stockage notamment) ne nécessitent pas de répondre à l'AO
Les missions sont à faire auprès du secretariat du LUTh
Les crédits obtenus devront être dépensés sur la période concernée par cet appel. Il n'y a pas de reports sur la période suivante.
Les crédits doivent être engagés suffisamment longtemps avant la clôture des comptes en fin d'année (en général courant octobre)
PADC ne peut financer ni CDD ni gratifications de stage.
Conformément à son statut de Centre d'Expertise Régional labellisé INSU, la mission de Paris Astronomical Data Centre implique le soutien prioritaire aux services labellisés.
Les participations à des conférences uniquement scientifiques ne peuvent être financées que si les présentations incluent une part notable liée à la distribution de données ou aux traitements interopérables.
Des soutiens doivent aussi être demandés à l'ASOV (appel d'offre en début d'année), en particulier pour les réunions Interop de l'IVOA (chairs de WG).
Les missions aux meetings Interop IVOA sont remboursées par défaut sur la base du tarif ASOV.
En cas de demande conjointe ADASS + Interop d'automne, PADC fera au mieux pour financer plus que la simple mission Interop, mais n'a pas les moyens de couvrir les deux réunions.
Toute publication liée aux activités financées doit faire mention de ce financement dans les remerciements – a minima : “Support from Paris Astronomical Data Centre (PADC) is acknowledged. Support to PADC is provided by Observatoire de Paris and CNRS/INSU“.
De même, les posters et présentations (y compris aux meetings Interop et à l'ASOV) et les services en ligne doivent inclure le logo PADC.
Un rapport court mais pertinent sera demandé à l'issue de ce type d'action pour le rapport d'activité de PADC.

L'AO est ouvert aux personnels de l'Observatoire (sur la liste tous.obs) et des laboratoires associés.

où xx est l'année et y = 1|2 le semestre — le format préféré est le PDF.
Les demandes sont évaluées par le CS de PADC en version élargie (services labellisés et projets + direction + axes transverses). La direction désigne deux rapporteurs pour chaque proposition, celles-ci sont débattues en session.

Structure

Paris Astronomical Data Centre (PADC) is an Observation Data and Service Centre (CDOS) certified by INSU / CNRS. Its purpose is to distribute ground-based, space borne and laboratory data of general interest, and to maintain and develop the savoir-faire about Virtual Observatory (VO) techniques to spread and promote these archives. In particular, it hosts and helps maintaining INSU-certified data services (ANO5) with VO interfaces.
PADC is also an Expertise Centre from Observatoire de Paris with focus on data access and availability.

Since 2023, PADC has been organized around three main components as defined in the ObsParis internal regulations:

Directorate (direction): a director, a deputy director and a technical director are coordinating PADC activities. A contact point for Nançay station is associated to the direction.
Science Committee (comité scientifique, CS): composed of the scientific managers of the INSU-certified data services based at Observatory of Paris, chaired by the director of PADC. It evaluates the requests from ObsParis personnels in the field of data accessibility, in answer to a biannual call. The Science Committee is supported by the technical managers of the data services and other personnels involved in data management and VO techniques; this includes the chairs of IVOA Working Groups and the coordinators of the five historical transverse activities in PADC: Education, Interoperability and Workflows, Hardware infrastructure, Mining and Automation, Nançay Data Centre. The CS can invite external experts to identify directions of future developments.
Steering committee (comité de pilotage, CoPil): the goal of the steering committee is to discuss and possibly to reinforce the level of resources allocated to the data centre. The members of the CoPil are the directors of the laboratories and common services involved in PADC. This committee is chaired by the President of the Observatory of Paris.

In practice, the current CS replaces the previous Project committee (Groupe Projets, for evaluations) and Science Council (for prospective).

PADC maintains and develops a common hardware infrastructure usable by the data services, and shares the VO-related expertise acquired in various projects.

About Paris Astronomical Data Centre

The Paris Astronomical Data Centre aims at providing VO access to its database resources, at participating to international standards developments, at implementing VO compliant simulation codes, data visualization and analysis software.
PADC hosts high level permanent activities for tools and data distribution under the format of reference services. These sustainable services are recognized at the national level as CNRS labeled services.
